Surfers should not be in swimming areas and swimmers should not be in surfing areas. A "loose" surfboard attached to someones ankle can do just as much harm as an unleashed "loose" surfboard...
It's the operator, not the safety device. In fact leashes often times instill a false sense of security and allow inexperienced people to be reckless.

Perfectly stated, warm jet. Especially on a crowded summer day, lot's of leashed projectiles.
and the ordinance's author is a surfer! Those crazy east coasters.
